Committee of Inquiry: an official illegally put his family on the list of victims of flood in Krymsk

Victor Zhdanov, Head of Department for prevention of emergencies and civil defense of Krymsk district, who became a defendant on the case of flood in Krymsk is accused of putting his family on the list of victims of flood in Krymsk while his housing estate was not even located in the zone of submergence, Committee of Inquiry of Russia (CIR) reports.

We will remind that the final charge on the case of death of people during the flood in Krymsk was brought against ex-Head of Krymsk district Vasily Krutko, Mayor of Krymsk Vladimir Ulanovsky, ex-Head of Nizhnebakansky rural settlement Irina Riabchenko and Victor Zhdanov acting as Head of the Department for prevention of emergencies and civil defense of municipality Krymsk district.

Ulanovsky, Krutko and Riabchenko are accused of forgery by an official (part 2, clause 292 of the Criminal Code of the Russian Federation) and negligence (part 3, clause 293 of the Criminal Code of the Russian Federation). Charges against Zhdanov were negligence and attempt of swindling (part 3, clause 30 and part 3, clause 159 of the Criminal Code of the Russian Federation).

The investigation considers that the officials aware of probable emergency in Krymsk district did not warn the people duly or evacuate them to safe areas. Neither did the defendants take measures to prevent damage caused by the emergency which resulted in people's death as a result of the natural calamity.

Victor Zhdanov is accused of an attempt of swindling while allotting one-time material aid to the victims. According to the investigation's version, he put his address on the list of houses damaged by the flood for getting a compensation of 50 thousand roubles while his house did not only get any damages but was not even located in the zone of submergence, web-site of CIR reports.

Three of the defendants, i.e. Krutko, Ulanovsky and Riabchenko ordered their subordinates to draw up documents containing untrue information of their actions during the emergency. In particular, a session of the emergency committee with their participation, enactment of emergency regime, warning and salvation of people were documented in retrospect.

Krutko, Ulanovsky and Zhdanov are in custody and Riabchenko is on her own recognizance. Investigation of the case is coming to an end.
