Dagestani MPs fix social guarantees for volunteers-militiamen

At the session of the Dagestani Parliament, held on November 29, MPs adopted guarantees of social protection for residents of Dagestan, participating in volunteer people's guard teams. In particular, in the event of a death of a member of a volunteer people's guard team during protection of the public order, family members of a deceased person will be paid a single payment in the amount of one million roubles.

Let us remind you that people's guard teams are being formed in the republic in accordance with the decree of September 5, issued by Magomedsalam Magomedov, the leader of Dagestan, and entitled "On attraction of citizens to maintaining the public order in the Republic of Dagestan". Volunteer people's guard teams will protect the public order in dwelling settlements together with staff members of the Ministry of Internal Affairs (MIA). Meanwhile, members of volunteer people's guard teams will not be given any weapon.

On November 29, when presenting the amendments to the law on the session of the People's Assembly of Dagestan, Magomed Amirov, Chairman of the National Assembly Committee for legislation, lawfulness and state construction, stated that the amendments to the Law, adopted in 2004, "On participation of citizens in the protection of public order in the Republic of Dagestan" established clear guarantees of social protection of for republic's residents, participating in volunteer people's guard teams.

At present, in the event of a death of a member of a volunteer people's guard team during protection of the public order, family members of a deceased person will be paid from the national budget a single payment in the amount of one million roubles. In the event of infliction of grievous bodily harm, a member of a volunteer people's guard team will receive 100,000 roubles, of moderate bodily harm 50,000 roubles, and of light bodily harm 30,000 roubles.

It should be noted that the people's guard teams have been already formed in many cities and districts of the republic.

The Botlikh District of Dagestan has formed 22 people's guard teams, comprised of more than 500 young people, who held service in the armed forces. The Kazbek District has formed squads of people's guard teams, numbering 491 persons.

Zubairu Umarov, the editor-in-chief of the Sergokala regional newspaper "Izobilie" (Abundance), has reported that, starting from October 1, all dwelling settlements of the Sergokala District organized duty of 310 members of people's guard teams. According to a representative of the city administration, in Khasavyurt, the squad of people's guard teams has been completely formed, and the headquarters received more than 1400 applications of volunteers.

In the town of Dagestanskie Ogni, the people's guard teams list 176 persons. They work from 06:00 p.m. till 09:00 p.m., and they also often act as witnesses at inspections of motor vehicles, the RIA "Dagestan" quotes Police Lieutenant Colonel Esedullakh Gasanov, Chief of the City Division of the Russian MIA.

On November 21, at the meeting with Major General Alexei Saiko, Deputy Director of the Department for Territorial Policy of the Russian Ministry for Emergencies (MfE), Dagestani President Magomedsalam Magomedov emphasized that members of volunteer people's guard teams would also be able to be members of volunteer fire combat teams.
