Officers of MIA of Dagestan demand comprehensive audit of the ministry

Officer from the Ministry of Internal Affairs (MIA) of Dagestan came to Moscow to tell about the problems of their ministry. A group of officers is seeking an appointment with the Russia's Interior Minister and asks to hold a broad-scale audit of the MIA, City and District Interior Divisions of Dagestan.

The invitees to the press conference "Dagestan: police in the conflict zone; view from inside" were the working and retired officers of the MIA for Dagestan and human rights defenders. Oleg Orlov, a member of the Board of the Human Rights Centre (HRC) "Memorial", was the moderator of the event.

"The officers came to Moscow to be heard. They want to tell about the problems they face every day in their republic. Not about just burning problems, but about bleeding ones. The point is in fact about state security," Oleg Orlov said at the opening of the press conference.

He stressed that the bosses of the Interior Ministry had been invited to the press conference; twice fax messages were sent, and they surely reached the destination; however, nobody appeared at the conference.

No broad-scale inspection of the activities of the MIA of Dagestan has been ever undertaken, said Police Colonel Salikh Gadjiev, Deputy Head of the Department of the Dagestani Ministry, whose service record is 35 years.

"I visited the Interior Minister of Dagestan for many times and reported about particular facts. He would listen; however, no full-scale audit has ever been undertaken. An imitation was undertaken – and then, everything was left as it was," said Gadjiev.

In Dagestan, just a visibility of welfare is created, while the prevention component of terrorism and extremism among young people is zero; the positions at the MIA are for sale, Colonel Gadjiev has stated.

Suleiman Abdullaev, who worked as a senior operative agent of the MIA of Dagestan, has been addressing various instances since 2009. "I addressed the country's president and the interior minister, and all other instances; however, nobody agreed to meet me. I received no answers – just run-arounds."

According to his story, he has documents in hand about economic crimes in the republic; however, nobody would listen to him.
