Introduction of paid re-examinations by Volgograd State University was illegal, prosecutor's office asserts
The prosecutor's office has appealed against the decision of the top managers of the Volgograd State University to take money from students for taking re-examination and repeated tests. The corresponding Rector's order violates students' rights, prosecutors have stated.
They have found out that under the Rector's order of January 28, 2013, students were admitted to re-examination only on the basis of concluded agreements on rendering extra paid services.
Meanwhile, as highlighted by the prosecutor's office, the repeated taking tests and exams does not refer to the services that go beyond the federal educational standards and programmes and shall require no additional pay.
The university bosses have satisfied the protests and cancelled the paid re-examinations, the website of the prosecutor's office reports.
On January 11, 2013, a message about the practice of unofficial paid re-examinations at the Volgograd University appeared on the Volgograd city forum.
"Maybe someone has got into the matter whether taking money for the first (and subsequent) re-examinations are legitimate. They claim 3500 roubles for a repeated attempt to pass an exam or test. Are there any laws or standards on the topic?" the forum visitor with the nickname little initiated the discussion.
"My friend's son is a student there – he says that these were unofficial paid re-tries," the author missouri replied.
