ECtHR finds violation of rights of Ali Insanov, ex-Minister of Public Health of Azerbaijan

On March 14, the European Court of Human Rights (ECtHR) announced its decision, recognizing a violation of the rights of Ali Insanov, the former Minister of Public Health, who is serving his prison term on charges of economic crimes.

In particular, the ECtHR believes that Insanov's rights had been violated as guaranteed by Article 3 (prohibition of torture) and Article 6 (right to a fair trial) of the European Convention on Human Rights (ECHR), and ordered that a compensation in the amount of 10,000 euros shall be paid to him, as Togrul Babaev, Insanov's advocate told the "Caucasian Knot" correspondent.

He said that Insanov was subjected to inhuman treatment at the SIZO (pre-trial prison) and Colony No. 13, where he had remained without medical care for a long time. Besides, according to the lawyer, Insanov was deprived of a fair trial, when no defence witnesses were questioned in court.

According to Babaev, the Azerbaijani government may, within three months, lodge a complaint to the Grand Chamber of the ECtHR. If it is not satisfied, then the "Plenum of the Supreme Court should make a decision to cancel all the illegal judgments against Insanov."
