Department of Federal Antimonopoly Service in Dagestan acknowledged Navalny’s complaint partially grounded

Dagestani Department of Federal Antimonopoly Service (DFAS) acknowledged blogger Alexey Navalny’s complaint concerning an auction on purchase of a car for the republic’s Permanent Mission in Moscow announced by the Ministry of National Policy of the region in Moscow partially grounded. The Ministry was ordered to eliminate violations in the auction documentation.

On November, 26, the Ministry of National Policy, religious affairs and external relations of Dagestan placed a purchase order on an automobile at the official Government Purchases web-portal. An open auction was appointed on December, 19, initial contract price was 4 998 600 rubles. Head of Dagestani Ministry of National Policy Bekmurza Bekmurzaev was indicated as the contact person. Alexey Navalny submitted a claim to Federal Antimonopoly Service in the Republic of Dagestan specifying violations in the auction documentation.

“There really were violations in the auction documentation and the Ministry was obliged either to eliminate them before the start of the auction or cancel the tender”, a representative of Press Service of Federal Antimonopoly Service in Dagestan said to the “Caucasian Knot” correspondent. According to him, a representative of the Ministry who participated in the consideration of the case on November, 13, raised no objections.

Head of Permanent Mission of Dagestan in Moscow Gadji Makhachev himself told the “Caucasian Knot” correspondent that he was not aware of who placed the purchase order and what its price was.
