Kotovo, Volgograd Region, ignores the law "On Education", a local reports

In the city of Kotovo, Volgograd Region, the authorities fail to enforce the law "On Education", in particular, there are no free school textbooks; and parents have to buy them for their own money. This is stated in the letter, addressed by a local resident Valery Solomennov to Russian President Vladimir Putin. The press service of the regional Ministry of Education has reported that 72,670,000 roubles will be allocated from the federal budget to buy books for school libraries.

In September 2012, Valery Solomennov addressed the district prosecutor's office with a request "to force officials to perform the law 'On Education in the Russian Federation'." In October 2012, the Office filed a lawsuit, but later withdrew the claim, arguing that "problem with free textbooks were in the 2012-2013 school year, but in the 2013-2014 one there are no problems yet."

"We are conducting checks on the issue and keep the situation under control. The demand for textbook has been mostly covered in rural schools, but in large schools the problem remains open. The situation will be clear not earlier than mid-summer," a source from the Prosecutor's Office of the Kotovo District told the "Caucasian Knot" correspondent.

Meanwhile, the district administration claims underfunding from the regional budget.
