ECtHR orders Russia to pay compensation to Raissa Turlueva for kidnapped son

Russian authorities are obliged to pay compensation of 60,000 euros Raissa Turlueva, a resident of Chechnya whose son was kidnapped by Chechen power agents. This is stated in the judgment of the European Court of Human Rights (ECtHR) on the case "Turlueva versus Russia". This is the third decision of the ECtHR concerning the events in the "Kadyrov" Chechnya.

On October 21, 2009, in the village of Goity, during a special operation, militiamen of the guarding regiment of the Ministry of Internal Affairs (MIA) of Chechnya blocked the household of the Ibragimov family. In the attic of one of the buildings three suspected militants were found. During the shootout two of them were killed, the third one managed to escape.

Later, officers forced Said Salekh Ibragimov, a nephew of the head of the family, to cooperate with law enforcement bodies with the aim to find the third militant. The fate of Said Salekh Ibragimov is still unknown.

Tatiana Chernikova, the lawyer of the HRC "Memorial", told the "Caucasian Knot" correspondent that the ECtHR recognized a possible death of Ibragimov, the responsibility for which lies with the republic's law enforcement bodies, as well as the fact that the authorities had failed to take measures to save him, thus, having breached several articles of the European Convention for the Protection of Human Rights and Fundamental Freedoms.
