ECPT presented a report on a visit to the institutions of confinement in Northern Caucasus

In its report European Committee for Prevention of torture, inhuman or degrading treatment or punishment expressed concern about the attitude towards detainees and convicts in Northern Caucasus and inefficiency of investigation of cases of cruel treatment.

Since Russia ratified the European Convention against torture in 1998, delegations of ECPT visited Northern Caucasus eleven times but their reports were not published because of Russia’s prohibition. Finally, the Government of the Russian Federation permitted publication of a report on the results ECPT’s eleventh visit, “Memorial” Human Rights Center reports.

Serious concern about the situation connected with unlawful actions of regional “members of the top brass” against detainees and convicts in Northern Caucasus as well as inefficiency of investigation of such cases of violent treatment is expressed in ECPT’s report. ECPT offered a number of recommendations aimed at improvement of the existing situation, a message of interregional non-governmental organization “Committee against Torture” runs.
