Kalyapin: report at HRC sitting about kidnappings in Chechnya caused Kadyrov's negative reaction
Kidnappings and torture in Chechnya continue, Igor Kalyapin, the head of the Interregional Public Organization "Committee against Torture", said in his report to the sitting of the Human Rights Council (HRC) held in Grozny. Later he said that his report was negatively met by the authorities of the Chechen Republic.
The "Caucasian Knot" has reported that the travel sitting of the HRC under the President of the Russian Federation was held in Grozny, the capital of Chechnya, on July 8-9.
According to Mr Kalyapin, Maxim Shevchenko, another member of the HRC, made a "fairly emotional report", mainly dedicated to the situation in Dagestan, as well as raising the issues pertaining to the entire Northern Caucasus.
The report dealt with the rampant crime, uncontrolled, and untraced corruption, drug trafficking, lawlessness and arbitrariness on the part of law enforcement bodies.
Igor Kalyapin recalled that this year the European Court of Human Rights (ECtHR) has made three decisions in connection with the torture and kidnappings in Chechnya; and in all the cases reported about the absence of effective investigation. These are the cases of Askhabov, Ibragimov and Suleimanov.
Besides, the human rights defender is convinced that no kidnapping cases have any judicial prospects in Chechnya as such.
Ramzan Kadyrov, who took part in the HRC sitting, said that in recent years the liquidation of residues of the armed underground had been the main direction in protection of human rights, freedoms and interests in the republic.
It should be noted here that only in Quarter 1 of 2013, at least 37 persons fell victim to the armed conflict in the territory of the Chechen Republic; of them, 20 people were lost and 17 others were wounded. These are the results of the calculations made by the "Caucasian Knot" on the basis of its own materials and information from open sources.
