OSCE starts forming observer mission for presidential election in Azerbaijan
The OSCE Office for Democratic Institutions and Human Rights (ODIHR) has started forming the observer mission for the presidential election in Azerbaijan to be held in the second half of October 2013.
The "Caucasian Knot" has reported that the presidential election in Azerbaijan were scheduled for October 16; however, due to the fact that the time includes days off to celebrate the religious holiday of Eid al-Adha, the legislation was amended to allow the Central Election Commission (CEC) to postpone the election.
The OSCE announced vacant positions of head and deputy of the mission, political scientist and experts in the field of elections and law, media analyst and coordinator of long-term observers. The term of the elected candidates will be 8 weeks and other three weeks, in case of the need to hold the second round, the OSCE's website reports.
Eligible candidates should be citizens of the OSCE countries, except Azerbaijan, and they should be ready to depart to the country of observation in August. The deadline for applications is August 4.
The persons who wish to run for presidency are: incumbent President Ilham Aliev, supported by the ruling party, Rustam Ibragimbekov, Chairman of the oppositional National Council of Democratic Forces, Isa Gambar, the leader of the "Musavat" Party, Ilgar Mamedov, the leader of the movement "Republican Alternative", and Arastun Orudjlu, the head of the Research Centre "East-West".
