Nikolai Maslov: problems of movement from dilapidated buildings in Kabardino-Balkaria initiated by officials

In Kabardino-Balkaria, within the programme "Movement of citizens from old and dilapidated buildings", officials propose several families to enter a single apartment, and in the Chegem District, no programme of movement has been developed. This was reported by Nikolai Maslov, Chairman of the Commission on Social Policy of the Public Chamber of the Republic.

Nikolai Maslov said that the Commission had verified the activities of local administrations to implement the programme and found significant drawbacks in each municipality.

For example, in Nalchik, 207 apartment buildings were found inappropriate for accommodation. However, Nikolai Maslov has emphasized, since the launch of the programme, no families were moved.

Nikolai Maslov believes the reason is in the fact that citizens refuse to move on the proposed conditions: they are provided with accommodation equivalent to that occupied by a family at a dilapidated building; however, the citizens demand accommodation corresponding to social norms.

According to the Nikolai Maslov's story, there are instances when several families are proposed to enter a single apartment, since apartments in new buildings are of higher living space than apartments in dilapidated buildings. The administration files claims against the families that refused to move. The court has refused to grant 122 of those claims.

Nikolai Maslov has also stated that the Chegem District failed to develop the programme of movement out of dilapidated buildings. "Citizens are affected by the inaction of the district administration," he has said.
