Khasavyurt Court finds inaction of investigators in case on torture in ROVD unlawful
The Khasavyurt City Court found unlawful the inaction of Tagir Sutaev, Acting Chief of the Khasavyurt Interdistrict Investigating Department of the Investigating Committee of the Russian Federation (ICRF) for Dagestan on charges of illegal detention of Magomed Sulaev, a local resident, and use of torture against the detainee. This was reported by advocate Sapiyat Magomedova.
It was reported that on July 20, 2012, at the exit of the mosque, Magomed Sulaev and his acquaintance Anvar Guseinov were captured and taken away by men in masks. On July 21, Magomed Sulaev was released, and no charges were filed against him. After his release, Magomed Sulaev filed a complaint about torture at the ROVD (District Interior Division).
"Despite the fact that the complaints were sent to recipients on the days after July 20, 2012, the investigation into the fact of use of torture was not carried out. The investigating authorities of the Khasavyurt District simply ignored the need to carry out the investigations into the fact of use of torture," the "Caucasian Knot" was told by the advocate.
Let us remind you that Anvar Guseinov, who was detained together with Magomed Sulaev, was charged of intentional destruction of other people's property and illegal possession of weapons. He was one of three figurants in the criminal case on the shelling of the shop located in the village of Petrakovskaya committed on July 10, 2012.
