ICRF: policeman who opened fire in Makhachkala refused from medical examination

The policeman Ruslan Shakhbanov, who opened fire at DPS (road-and-post service) agents, has refused to undergo a medical examination for the presence of alcohol in his blood, said Yegor Balashov, the spokesman of the Investigating Department for Dagestan of the Investigating Committee of the Russian Federation (ICRF).

The "Caucasian Knot" has reported that at night on August 12, in Akushinsky Avenue in Makhachkala, Ruslan Shakhbanov, an employee of the PPS (patrol-and-post service) opened fire at his DPS colleagues. As a result, one policeman was wounded and hospitalized; and an occasional passer-by received a wound of his leg.

Yegor Balashov told the "Caucasian Knot" correspondent that a service check is being held in relation to Shakhbanov.

According to Shakhbanov, near the dental clinic "Mechta" he saw an imminent conflict between a DPS unit and civilians.

"According to the policeman, he decided to stop to help his colleagues, nobody stopped him," said Balashov.

Investigators check the information that someone tried to take away a pistol from the policeman, he said.

According to Balashov, bearing arms while off service by policemen is regulated by internal orders of the Ministry of Internal Affairs (MIA). The decision on whether to open a criminal case or not is still pending.
