Finance Minister criticizes officials of Northern Caucasus for huge spending
The budget expenditures for maintenance of civil servants in the North-Caucasian republics are much higher than on the average in Russia, said Anton Siluanov, the Russian Finance Minister, at a sitting of the governmental commission on socio-economic development of the North-Caucasian Federal District (NCFD) in Pyatigorsk.
He presented the data showing that the average number of state servants per one thousand of population in Ingushetia is 4.6 persons, in Dagestan – 3.5 persons. On the average, in Northern Caucasus the figure is 2.1, while in Russia on the average – 1.8 persons.
Besides, Anton Siluanov criticized the scale of budget costs spent on officials. While the average figure in Russia is 1500 roubles per one thousand of population, in Chechnya it is 3000 roubles, and in Kabardino-Balkaria – 2000 roubles, Siluanov said.
In particular, the budget is spending a lot of money on maintenance of car fleets for officials. "The champion here is the Chechen Republic," said Siluanov, adding that Chechen bureaucrats are using almost half of all the service cars of Northern Caucasus.
Among the measures that could be taken to achieve a high levels of socio-economic development of Northern Caucasus, the Finance Ministry has proposed to increase tax collection from the regions, reduce the number of civil servants and the cost of maintaining them.
