The suicide bomber was Azim Mukailov, a resident of the village of Kushtil of the Khivy District of Dagestan. This was reported by the Investigating Committee of the Russian Federation (ICRF).

Let us remind you that on September 23, in the village of Khuchni, the regional centre of the Tabasaran District of Dagestan, near the OVD building, an explosion occurred that was classified as a terror act. As a result, a policeman and a staff member of the Department of the Federal Migration Service (FMS) for the Tabasaran District were killed, and 14 policemen and two civilians were hospitalized with wounds.

"We have appointed a series of examinations, including a molecular-genetic examination. According to its results, the terror act was executed by Azim Mukailov, a 25-year-old resident of the village of Kushtil of the Khivy District," the ICRF reports.

According to the ICRF's information, "Azim Mukailov was a member of an illegal armed formation (IAF) known as the 'sabotage and terrorist group Yuzhnaya'".
