ECtHR obliges Russia to pay 73,000 euros to family of Beslan Arapkhanov, killed resident of Ingushetia
Russia shall pay 68,000 euros as compensation for damage and 5000 euros for judicial expenses to the family of Beslan Arapkhanov, a resident of Ingushetia, killed by law enforcers on July 20, 2004. Such a decision was pronounced by the European Court of Human Rights (ECtHR) on October 3.
The "Caucasian Knot" has reported that on July 20, 2004, Beslan Suleimanovich Arapkhanov, born in 1966, was killed in the territory of his household in the village of Galashki of the Sunzha District of Ingushetia. After the incident, his wife Rimma Arapkhanova reported that law enforcers broke into their house, beat her husband and then forced him into the yard and shot him dead there.
On December 30, 2004, 10 relatives of the killed man filed a complaint to the ECtHR.
According to the ECtHR's resolution on the case "Arapkhanov family vs. Russia", in the course of the operation, during which the head of the family was killed, law enforcers violated a number of fundamental human rights, in particularly, the Beslan Arapkhanov's right to life, the rights of his family members to respect for family and private life, and the right to an effective remedy.
The ECtHR has also found that the law enforcement bodies of the Russian Federation refused to carry out an effective investigation into the law enforcers' abusive treatment of Beslan Arapkhanov and his killing. This was stated in the text of the resolution published on the ECtHR's website.
