"Voice of Beslan" and "Beslan Mothers" demand from the authorities to strengthen state support to terror victims
Ella Kesaeva and Aneta Gadieva, the heads of the public organizations "Voice of Beslan" and "Beslan Mothers", accordingly, have asked the MPs of the Russian State Duma to consider their bill "On Social Care about Terror Victims", fearing that the victims of the recent terror act in Volgograd may be left without state support.
Let us remind you that on October 21 in the Krasnoarmeisky District of Volgograd an explosion was triggered in a bus. According to investigators, the blast was committed by a native of Dagestan Naida Asiyalova, a suicide bomber. As a result, seven persons were killed and 55 more were wounded.
Ella Kesaeva believes that the state is using "inefficient methods to combat terrorism." After paying million-worth compensations, the state fails to participate in the lives of victims' relatives.
The "Caucasian Knot" has reported that on September 26 the Russian President Vladimir Putin brought a draft law to the State Duma, which assumes compensations for the damage caused by terrorists at the expense of their relatives.
Igor Trunov, a co-author of the above draft law, said in his comment to the "Caucasian Knot" correspondent that Mr Putin's idea creates schemes for abusing the powers.
Major-General of the Federal Security Bureau (FSB) Alexander Gurov, a former head of the Chief Department of the USSR's MIA for combating the organized crime, has seen in the above draft law unequal treatment of casualties by the state. He believes that the authorities should take the blame for every killed person, without singling out the victims of terrorism. In his opinion, the authorities are now paying "the highest possible compensations."
