We need a law on social protection of terror act victims, say participants of Dubrovka commemoration
On October 26, eleven years after the terror act in Dubrovka Theatrical Centre, relatives of those who perished, liberated hostages and negotiators with terrorists met again in Melnikov Street in Moscow to commemorate the dead and recollect the events of three days in October 2002.
Speakers at the commemoration ceremony reminded about the need to help victims of terrorism, both by the society and the state. In particular, they called on the State Duma MPs to consider and adopt the law on the status of terror act victims.
The draft Federal Law "On Social Protection of Terror Act Victims" was prepared in 2012 by the members of the "Voice of Beslan" and the regional public organization "Volga-Don". The authors of the bill demand that the state provides victims of terror acts with free medical care, free use of public transport, benefits (of 50%) for utility bills, a lump-sum payment as compensation for moral harm and spa packages, as well as pensions to casualties' parents to be paid from the moment of death of hostages.
