Lawyer: IVS inmates in Cherkessk are tortured with electric shocks

Hassan Khubiev, a resident of the village of Kardonikskaya of the Karachay-Cherkessian Republic (KChR), detained for illegal possession of weapons, is tortured with electric shocks in order to persuade him to self-incrimination, Angela Urusova, his advocate reports.

Khubiev was detained on October 21 along with his seventeen-year-old son.

"Till the morning of October 22, Hassan Khubiev was beaten by agents of the Centre for Combating Extremism (CCE) of the Ministry of Internal Affairs (MIA) of the KChR, who forced him to confess of several murders by torturing with electricity. Later his son was released, while the father was threatened that if he refused to cooperate with them, they would plant a submachine gun to his son, and his youngest son, who is only 12 years old, would be subjected to violence," Angela Urusova told the "Caucasian knot" correspondent.

On October 26, Khubiev's relatives appealed to the Department of the Investigating Committee of the Russian Federation (ICRF) for the KChR demanding to prosecute the policemen involved.

"Violations are not only concerning Khubiev, we have plenty of appeals from lawyers and relatives. Advocates are not admitted to detainees; moreover, no structures confess that they are keeping detainees," Asiyat Khabicheva, the head of the Public Oversight Commission for the KChR, made her comment.
