Elchin Bekhbudov: in Azerbaijan, at least 5 persons died from torture in 2013

In 2013, in Azerbaijan, at least 5 persons died from torture in the military units of the National Army, and 115 persons complained about torture, inhuman treatment and abuse. This was declared by Elchin Bekhbudov, the leader of the Committee against Torture, when presenting the annual report of the organization at the press conference.

According to him, the actual number of such cases may be higher, since victims are often afraid to contact the human rights organization.

Elchin Bekhbudov has reported that the Committee against Torture includes in its report the written appeals and complaints received by the organization from victims of torture or their relatives, the information received on the Committee's hotline, and information sent by members of the organization in the regions of the country.

Elchin Bekhbudov has mentioned the names of five deceased soldiers, whose bodies bear signs of torture. They are Elvin Niftizade, Djeikhun Gubadov, Seimur Allakhverdiev, Telman Aliev, and Orkhan Mirzazade.

"Although the Military Prosecutor's Office continues to carry out the investigation into those cases, it is obvious that the tragic consequences were caused by negligence and sometimes criminal actions of commanders," Elchin Bekhbudov has said.
