In Nalchik hostess of apartment burnt during special operation goes to court for redress

Nelly Modenova, a resident of Nalchik, has filed a lawsuit to the city court demanding from the Ministry of Finance to compensate the damage she suffered on April 6, 2012, when her apartment was burnt during a special operation, the Human Rights Centre (HRC) "Memorial" has informed today.

Nelly Modenova told rights defenders that she had repeatedly appealed to the administration of Nalchik and the republic's government asking to reimburse the damage caused, but she was rejected. Nelly Modenova was told by the republic's authorities that during the above special operation the counterterrorist operation (CTO) regime was not introduced, while this is a prerequisite for compensating damage.

The lawyers of the HRC "Memorial" helped Nelly Modenova to draft a claim with a demand to collect 328,540 roubles for her burned apartment from the Ministry of Finance of the Russian Federation. On December 6, Modenova sent her lawsuit to the Nalchik City Court. The hearing on the case is scheduled for January 23, 2014.
