Mutsolgov: in 2013 no crime in Ingushetia was qualified as terror act
In 2013, not a single crime in Ingushetia was qualified as an act of terror, said Magomed Mutsolgov, the head of the Ingush human rights organization "Mashr", adding, by summing up the year, that the republic saw no kidnappings and no disappearances.
According to his version, it does not mean that there were no bomb explosions in the republic. "But no crime committed in Ingushetia was officially qualified as a terror act; and criminal cases on the committed crimes were opened by investigators under other articles, although no less grave. Yes, crimes of various gravity are still committed, but they are far fewer. As compared with 2012, the count of murders and extrajudicial executions has halved," Mutsolgov wrote on December 31 in his post "Pre-Olympic criminal lull" placed in his blog that he runs on the "Caucasian Knot".
According to Magomed Mutsolgova, almost two hundred criminal cases on kidnapping have not been solved. He also noted that the republic "is still at war on oppositionists, human rights defenders and civil society activists."
The situation with respect of civil rights remains deplorable, he believes.
"A striking example is the deprivation of people of the right to elect their leader (the abolition of direct election of the head of the republic, – note of the "Caucasian Knot"). A similar situation is with the rights and legitimate interests of forced migrants," said Mutsolgov.
