HRC "Memorial": in KBR, wife knows nothing about missing husband for over 20 days
For more than 20 days already, relatives of Khizir Tlepshev, who disappeared in the Kabardino-Balkarian Republic (KBR), know nothing about his whereabouts. His wife fears that he could be detained by power agents and may be tortured, the Human Rights Centre (HRC) "Memorial" reports.
On January 11, Khizir Tlepshev, born in 1971, disappeared under unclear circumstances in the village of Dugulubgey. On that day, he went to the bath; and soon his phone stopped responding. Later, power agents twice searched the house and stated that they had found weapons and ammunition there, Tlepshev's wife reports.
After the appeal of the HRC "Memorial", Russian Ombudsman Vladimir Lukin sent letters to the Investigating Department for the KBR of the Investigating Committee of the Russian Federation (ICRF), and the republic's FSB and Ministry of Internal Affairs (MIA), asking to clear out Khizil's whereabouts, whether a criminal case was opened against him and whether an advocate was admitted to defend him, says the release of the HRC.
