Initiator of rally in memory of terror victims claims violation of constitutional rights in refusal of Astrakhan Mayoralty to sanction the action
Igor Stenin, the organizer of the rally in memory of those killed in the terror acts in Volgograd, which was scheduled in Astrakhan for February 6, has filed a complaint to the Prosecutor's Office against the Mayoralty of Astrakhan, which abolished the earlier issued permit. Another complaint was filed by Igor Stenin against the actions of the Russia's MIA for Astrakhan in connection with the warning announced to him on inadmissibility to break the federal law on rallies.
Let us remind you that the rally scheduled for February 6 was cancelled, despite the fact that the organizer filed a notice on January 23 in accordance with the requirements of the Federal Law "On Assemblies, Rallies, Demonstrations, Marches and Pickets" to the administration of the city of Astrakhan.
Igor Stenin has added that he is unaware of the reasons of the refusal.
Another reason to address the Prosecutor's Office was the indication contained in the warning of the resolution of the city administration to be adopted on May 5, 2014. According to Igor Stenin, there are still four months until the date; as of the moment of issuance of the warning, the above resolution was not adopted; and the interior bodies could not reliably know that it will be adopted.
Igor Stenin believes that the refusal to agree the rally has led to the violation of the rights under Article 31 of the Constitution, namely, to assemble peacefully without arms, and to hold assemblies, rallies, demonstrations, marches and pickets.
