KBR: law enforcers promise to investigate use of violence against detainees
This autumn, the Prosecutor's Office of the Kabardino-Balkarian Republic (KBR) is to verify the complaints filed about fact of violence against detainees under investigation. This was stated by Magomed Miziev, the Chief of the Prosecutor's Office Department to supervise investigation of crimes in the bodies of the Investigating Department (ID) of the Investigating Committee of the Russian Federation (ICRF) for the KBR, at the "roundtable", where participants discussed human rights violations in the KBR.
According to the "Caucasian Knot" correspondent, the "roundtable" was moderated by Valery Khatazhukov, the head of the Kabardino-Balkarian human rights centre. According to him, "the terrorist threat in the KBR has decreased"; however, rights defenders "continue to register facts relating to the violation of human rights when the law enforcement agencies carry out anti-extremist activities."
When talking of such cases, Valery Khatazhukov mentioned the procedural violations during detentions and the facts of non-admission of advocates and falsifications of evidences.
According to advocate Eva Chanieva, over the past six months, the rights defenders register an increase in the number of people detained by the police. The advocate has noted that, as a rule, policemen find ammunition and drugs in belongings of detained people. Meanwhile, there are cases where advocates are not allowed to visit detainees.
Prosecutor Magomed Miziev has disagreed with the assertion that the number of violations of the law tends to rise. According to the Prosecutor's Office, there is a "decrease in the number of complaints filed about unlawful actions of policemen."
