Advocate: power agents’ actions in Vremenny fail to meet CTO objectives

As stated by Dagestani journalists, it is impossible to get to the settlement of Vremenny and check the locals’ information about the violations admitted by power agents. The lawyer Gadji Gadjiev said that household-by-household inspections are conducted for several times – even without the owners and witnesses.

In the opinion of the lawyer Gadji Gadjiev, a former District Public Prosecutor, law enforcers are violating the law in Vremenny.

"I was addressed by locals, whose relatives had disappeared; and they know nothing about their fate for more than a month,” he said, adding that power agents are destroying homes and communication facilities in the settlement.

"What they conduct there is whatever you want, but not a counterterrorist operation (CTO). The CTO legal regime is introduced either to prevent a terror act, or after it. The aim of a CTO is to ensure people’s safety,” said Gadjiev.

Journalists of the Dagestani weekly "Chernovik" tried twice to get to the settlement; and both times they were not allowed to get there by power agents, said Mairbek Agaev, the editor-in-chief.

The secrecy regime introduced by power agents in the Untsukul District is not accidental, said Idris Yusupov, an observer of the “Novoe Delo” (New Cause).

"It seems that power agents have received an order to liquidate the resistance, or they have some information that some leaders of the armed underground are hiding in the settlement,” he said.
