Kamil Guliev who disappeared in Dagestan placed into IVS of Karabudakhkent ROVD
Kamil Guliev, a resident of Makhachkala, whose kidnapping was reported by his wife, is in the temporary detention facility (known as IVS) of the Karabudakhkent ROVD (District Interior Division). Guliev's relatives believe that the case against him was fabricated.
The "Caucasian Knot" has reported that on December 5 Aisha Guliev stated the disappearance of her husband Kamil Guliev and expressed her concern that he could become a victim of kidnapping. On December 6, she filed an application to the Sovietskiy ROVD (District Interior Division) of Makhachkala about her husband's possible kidnapping.
An investigator from the Karabudakhkent ROVD has contacted the relatives and informed that Guliev had been detained on suspicion of illegal arms circulation.
Guliev's family associates his prosecution with his charitable activities. On his page on the Facebook, where he used the nickname Abu Usman, he systematically announced fundraising for needy people – to pay housing rental fees for families with children without breadwinner; to buy food for them, and to provide legal aid to those, who, in his opinion, were illegally accused of involvement with militants. The last entry on Guliev's page was made at 6:00 p.m. on December 5, in which he reported about a fire in the FSB building.
Kamil Guliev's relatives are seeking for an advocate; and on December 8 they turned for help to the Human Rights Centre (HRC) "Memorial".
The "Caucasian Knot" correspondent has received confirmation about Guliev's detention from an officer of the Karabudakhkent ROVD.
"The charges haven't been presented yet – he's just been detained," said the officer, but refused to specify the date and circumstances of detention.
