On July 25-31, 2016, one person fell victim to armed conflict in Northern Caucasus

During the week of July 25-31, 2016, one person fell victim to the armed conflict in Northern Caucasus. No wounded were reported. These are the results of the calculations run by the "Caucasian Knot" based on its own materials and information from other open sources.

The deceased man was a suspected member of the armed underground in Dagestan.

Special and counterterrorist operations

At 6:30 p.m. Moscow time of July 26, the operational headquarters for Dagestanmade the decision to lift the counterterrorist operation (CTO) legal regime, introduced on June 30 in the Shamil District and some parts of the mountainous Gunib and Khunzakh Districts.

On July 29, in the Suleiman-Stalsky District of Dagestan, while conducting special measures to search for suspected militants in the forested mountainous terrain, law enforcers discovered an armed man. When offered to surrender, he opened fire and was killed by return fire. He was identified as Kamaldin Kazimagomedov, the leader of the "Southern" grouping of militants.

Detentions

On July 15, after the search, law enforcers detained Magomed Aushev, a resident of the Ingush village of Surkhakhi, born in 1984. The law enforcers explained the search by the decision of the court; however, according to the mother and sister of Magomed Aushev, the law enforcers did not provide a copy of the search warrant. During the search, the law enforcers captured from Magomed his traumatic pistol, although he had permission for it. Magomed Aushev was taken away by the law enforcers. The next time the parents saw him at the court hearing concerning the pre-trial restriction measure, and he was in a very poor condition. According to his family members, he was subjected to torture. According to the detainee's relatives, the law enforcers try to accuse Magomed of destroying the car of Ibragim Belkharoev. The information on the detention was reported on July 29.

On July 26, law enforcers detained two residents of the Ingush village of Ekazhevo. According to the Ingush Ministry of Internal Affairs (MIA), the detainees were preparing to leave for Syria to take part in the hostilities on the side of the "Islamic State" (IS), banned in Russia and recognized as a terrorist organization. The criminal proceedings were instituted against the detainees for involvement in activities of a terrorist organization (Part 2 of Article 205.5 of the Criminal Code of the Russian Federation).

On July 30, inDagestan, law enforcers detained a group of persons suspected of manufacturing and selling weapons. The number of detainees was not reported. According to the MIA, the members of the criminal grouping were involved in rearrangement of signalling and air pistols and revolvers for firing live ammunition. Field investigators registered facts of selling two submachine guns, three pistols, and ammunition of various calibres.

On July 31, the Chechen Prosecutor's Office recognized as unreasonable the release on recognizance not to leave of a resident of Gudermes District, suspected of illegal possession of weapons, and insisted on his arrest. The arrested person was detained by law enforcers in June, when a criminal case was instituted against him under Part 1 of Article 222 of the Criminal Code of the Russian Federation (illegal purchase, transfer, selling, storage, transportation or carrying of firearms). The "Caucasian Knot" correspondent was told by a source from the law enforcement bodies that the detainee was Viskhan Visaliev, a resident of the Gudermes District, who illegally purchased a Makarov pistol from some unidentified person and kept it at home.
