On August 7-13, 2017, two persons fell victim to armed conflict in Northern Caucasus

During the week of August 7-13, 2017, two persons fell victim to the armed conflict in Northern Caucasus. Of them, one was killed and another was wounded. These are the results of the calculations run by the "Caucasian Knot" based on its own materials and information from other open sources.

The killed person was a law enforcer from Ingushetia. His daughter was injured when he was attacked.

Attacks on law enforcers

At night on August 13, in North Ossetia, on a road from the village of Verkhnie Achaluki to the city of Nazran, unidentified persons opened fire from a car at a car of Akroman Tambiev, the deputy chief of a separate battalion of the patrol-and-post service (known as PPS) for the Malgobek District. The policeman was killed. His wife and four minor children were passengers in the car. An eight-year-old girl got a gunshot wound to her shoulder. There is no threat to her life.

Special and counterterrorist operations

On August 13, the counterterrorist operation (CTO) legal regime was introduced in the village of Orota in the Khungazakh District of Dagestan. The law enforcement agencies reported about militants in the village.

Detentions

On August 7, relatives of Ramazan Kamilbegov, a resident of the Gimry village in the Untsukul District of Dagestan, who was killed in 2015, complained about unreasonable detention of his brother and sister. According to the relatives, on August 2, armed men in masks took Gazimagomed Kamilbegov away with them without any explanations. The police claimed that the man was not kept at their place, and his relatives filed a complaint about kidnapping to the Prosecutor's Office, to the Minister of Internal Affairs (MIA) for Dagestan, and also to the Ombudsman.

On August 4, advocate Eldar Temirkhanov saw Gazimagomed Kamilbegov in a detainees' cage at a police station, and his presence was not registered under the police procedures. According to the advocate, at the police station, law enforcers demanded from Gazimagomed Kamilbegov "to defame himself and confess to storing weapons." On the same day, Gazimagomed Kamilbegov was released. However, on August 6, he was again brought to the police station without any explanations of reasons for his detention. Later, it was found out that Gazimagomed Kamilbegov was arrested for three days and kept at the IVS (temporary detention facility) for the Untsukul District. The administrative protocol was drawn up against him "for allegedly quarrelling with the policemen while they were checking his ID." A criminal case was brought against Bagaudin, a Gazimagomed Kamilbegov's brother, for storing weapons, and on August 7, he was placed under house arrest. This was reported by a male relative of the detained men. According to relatives of Gazimagomed Kamilbegov, his 24-year-old sister Rabiyat Magomedova was also detained. According to the relatives, law enforcers threatened to institute a criminal case against the young woman for aiding and abetting militants.

On August 9, a resident of the Nazran District in Ingushetia was detained on suspicion of selling two submachine guns and a pistol. According to the Chief Department for the North-Caucasian Federal District of the Russian Ministry of Internal Affairs (MIA), the police have revealed that two Kalashnikov submachine guns, a pistol, and five cartridges were sold to local residents.

On August 11, in Makhachkala, 15 believers were detained after the Friday prayer in the Salafi mosque located in General Omarov Street. According to a believer, policemen stopped drivers and pedestrians near the mosque and explained their actions by a search for weapons and drugs. The events were of preventive nature, and following their results, 15 believers were detained, reported the press service for the MIA for Dagestan. MIA's officials also noted that all the detainees had been released.
