Chaushev, Israfil Nazbievich
Minister of Healthcare and Resorts of Karachayevo-Cherkessian Republic. Doctor of Medicine (doktor meditsinskikh nauk), professor.
Born December 24, 1950, in the village of Orlovka, Keminsky County, Kirghiz SSR (Soviet Socialist Republic). College degree. In 1975, graduated from Medicine Department of Kabardino-Balkar University.
Started his professional activities in 1975 as a physician of Regional Hospital in the city of Cherkessk. In 1976-1979, was a surgeon at Zelenchuk Central County Hospital. From 1979 till 1981, studied in residency of Stavropol Medical Institute. In 1981-1988, was a head of Surgery Department of Zelenchuk County Hospital. From 1988 till 1982, was a surgeon at All-Union Scientific Surgery Institute of the Academy of Medical Sciences in Moscow. IN 1993-1995, was a docent and a professor of Nations' Friendship University in Moscow. From 1995 until January 2000, was a head surgeon of the Ministry of Healthcare and Resorts of Karachayevo-Cherkessian Republic.
Was elected a deputy of the People's Assembly of Karachayevo-Cherkessian Republic of the first convocation in 1995.
At the presidential election of 1999 in Karachayevo-Cherkessia, was nominated a candidate for the President, at community's insistence.
From January 2000 till November 2000, was a chairman of the Karachayevo-Cherkessian Republic's People's Assembly's Committee for social protection, healthcare, and environment. Resigned from deputy's position ahead of the schedule on December 5, 2000, due to his appointment on November 10, 2000, to the position of the Minister of Healthcare and Resorts of Karachayevo-Cherkessian Republic.
I.N. Chaushev is widely known in Karachayevo-Cherkessia and outside the Republic for his virtuous art of conducting operations in the field of vascular surgery. Surgeries costing tens of thousands of dollars in prestigious western clinics are made by Dr. Chaushev under the conditions of a provincial hospital, with his own strength so to say. This year, Dr. Chaushev has carried out one more surgery on engraftment of a leg of a 9-year-old girl amputated as a result of a car accident. This has been the 15th surgery of the kind.
In spite of the large load due to the responsibilities of a Minister, I.N. Chaushev remains a practicing surgeon. He has gained unquenched respect among the Republic's community with his art of surgery and sensitive treatment of his patients. Presence of Dr. Chaushev's name on the list of the organizers is enough to ensure any public event to be a success in the Republic.
