Dagestani native Shamil Bekbolatov complains about being beaten by law enforcers
Shamil Bekbolatov, a father with many children from the Kayakent District, complained that law enforcers were beating him during his detention, including beating him on his head with a stone, and that as a result he ended up in a hospital. The victim complained about the actions of the law enforcers to the Ministry of Internal Affairs (MIA) and the Prosecutor’s Office.
Shamil Bekbolatov said that the incident occurred on August 17, when he was driving a car to the village of Novokayakent. The man said that he did not notice a policeman’s order to stop and drove on. The law enforcers followed him. “They followed me without a police siren, so I didn’t notice them right away. I realized that they were chasing me, I started crossing to different streets, then I stopped and started running away ... They caught up with me and started beating me,” said Shamil Bekbolatov as quoted by weekly newspaper “Chernovik” (Rough Draft).
Shamil Bekbolatov said that the three law enforcers “didn't bring any charge” against him, but “immediately started beating him.”
Advocate Vladimir Karkhalyov noted that the law enforcers had exceeded their power.
Shamil Bekbolatov adds that the police want to withdraw his driving licence “for driving in a state of alcoholic intoxication.” However, the man claims that he was sober. His car was seized by the police.
