Schoolchildren's parents have the right to apply to the school or the Ministry of Education and Sciences of Dagestan with a demand to repay their money spent for buying school textbooks; and in case of refusal they can go to court, Ismail Magomedov, a lawyer asserts. Complaints about the deficit of school textbooks come mainly from Makhachkala and Kizilyurt, an NGO has informed.
The "Caucasian Knot" has reported that Dagestani schools are facing a shortage of free textbooks. The above ministry ascribes the problem to the lack of money in the republic's budget.
Since the start of the school year, there have been a lot of complaints from parents whose children found themselves without textbooks, Rasul Asad, a blogger, has written in his Telegram channel "Ask Rasul".
Ismail Magomedov, a lawyer, has noted that he is unaware of any regional laws that protect low-income families, as well as children with disabilities in the situation when there are not enough free textbooks for everyone.
