Sergey Melikov, the head of Dagestan, has threatened the protesters.

"They resumed power on August 10 at about 9:00 a.m. for a short time. By lunchtime, the supplied the power again, then turned it off," said Rasul, a local resident.

A woman, the café owner, said she had no electricity. "There are no clients; we are incurring losses," she has stated.

Local residents have also reported that they were promised to resume power supply within 24 hours. If this does not happen, they intend to resume protests.

The problems have systemic nature; and no one deals with them, said Ziyaudin Uvaisov, the head of the "ZhKKH (Housing and Public Utilities) Monitor".
