Strasbourg Court calls on Azeri authorities to render treatment to former minister

The European Court on Human Rights (ECtHR) has sent a letter to the Government of Azerbaijan in the context of consideration of the complaint filed by ex-Minister of Public Health Ali Insanov. The document refers to Article 39 of the Regulations of the Court and emphasizes the need to send Insanov to the hospital of the Penitentiary Service of the Ministry of Justice.

The "Caucasian Knot" correspondent was told by Togrul Babaev, ex-minister's advocate, that the European court finds it important to precisely diagnose Ali Insanov, who suffers from heart and backbone diseases. The advocate has noted that this should be done by a commission, consisting of three medical experts from the authorities and three - from the defence party.

"The European Court demands from the authorities of Azerbaijan to solve Ali Insanov's health problems, up to a needed surgical operation and ensuring his lengthy treatment," said Mr Babaev. To fulfil this prescription, the Strasbourg Court has set up the deadline of January 20, 2009, for the government, the advocate has added.
