"Nezavisimaya Gazeta": temporary residence centres (TRCs) of Chechnya are in better order that the streets of Grozny

Despite declarations of Kadyrov, Prime Minister of Chechnya, that the women living in temporary residence centres (TRCs) "have forgotten what is housekeeping and house work, and would not take a brush," the tent camps are in better order that the central cities of Grozny, the "Nezavisimaya Gazeta" (Independent Newspaper). Despite the packed residence at the TRCs, there were no infective episodes and other diseases like in Grozny. While the schools, mosques and hospitals (although in tents) are organized here much more operatively than it is done for federal funds in Chechnya.

The NEWSru.com informs that according to the law on forced migrants, the victims cannot be resettled from the places of their temporary residence without providing a roof over the head. After the refugees have come back from Ingushetia, such "roof" for them should have been their restored house or a compensation for such. Meanwhile, earlier this week, they marked at a special meeting in the Kremlin that the funds allocated for forced migrants had just disappeared.

For more than three years, nobody of the refugees has received any humanitarian aid, at least from the government: the state has decided that it has no refugees any longer. However, according to the human rights organization "Memorial," there are still about 100,000 refugees in Ingushetia only.

We remind you that Ramzan Kadyrov, Prime Minister of Chechnya called TRCs "a nest of crime, drugs and prostitution." He believes that "of late years, these people have become lazy and wouldn't like to work and labour. The women who live there, have forgotten what is housekeeping and house work, and wouldn't take a brush. They'd better live on humanitarian aid." The premier thinks that among TRC residents there are people whose houses have been ruined indeed, but there are people who live there for attaining their political targets. "I know that among TRC inhabitants there are many provokers, who make advances to the West or to the enemies of Russia and Chechnya," Kadyrov said. "We need to detect everyone who plays against Russia and Chechen Republic and helps Wahhabis. Further, the competent bodies will handle them."

The competent bodies have already started to handle the temporary residence centres. The MIA of Chechnya has confirmed that from the middle of last week, that is, immediately after Kadyrov's statement, they started inspecting resettlers' hostels. Violations were revealed immediately in the course of inspections; according to employees of the MIA of Chechnya, in some of the TRCs, as of the moment of inspection, there were no more than a third of registered inhabitants. They believe at the MIA that people live at home or somewhere else, and come to temporary residence centres to get their humanitarian aid only. Besides, during inspections, militiamen detained several persons who were in search, and revealed multiple violations on the part of the administration.
