Krasnodar Territory: three policemen suspected of knocking evidences out of suspect

On June 15, based on an application of a local resident, the Investigatory Division for the Severny District initiated a criminal case on the fact of abuse of service duties by three local policemen, said the press service of the Investigatory Department for the Krasnodar Territory of the Investigatory Committee of the Russian Federation (ICRF).

According to investigators, on June 11 policemen arrived at the house of a 27-year-old resident of the township Oktiabraski and offered him to go to the police station for explanations in the context of a theft committed a couple of days before at the farm named Kipyachi.

The employees of the local MIA (Ministry of Internal Affairs) knew that the young man was waiting for enforcement of punishment - one year in settlement-colony for his earlier committed theft. The guy went with them to the police station of the village of Ilskoy; there, while placed into one of service studies, he said that he had nothing to do with the above theft.

"Then, three currently unidentified policemen, aiming to improve their crime disclosure statistics, punched with their palms the head and the body of the young man. Then, they put him into a car, having previously put a dark polymer bag over his head, and brought him out into the forest," said a source from the press service of the Investigatory Department.

According to his story, in order to knock confessions out of the young man, the policemen handcuffed him and applied an electric discharge. Then, the young man was returned to the police station, where he wrote his acknowledgement of guilt, after he was detained in the administrative order. As a result of the policemen's illegitimate actions, the victim received bruises of two wrists and toes.

Currently, the required inquiry actions are held aimed at clarifying all the circumstances of the committed offences and defining all the infringers. A criminal case was initiated under the points a and b, Part 3, Article 286, of the Criminal Code of the Russian Federation (abuse of service duties with application of violence and special means). The inquiry goes on, said the ICRF.

On June 16, Lieutenant General Vladimir Vinevskiy, Head of the Chief Department of Russia's MIA for the region, held an extraordinary selector meeting with the bosses of his staff and city and district interior divisions, said the press service of the territorial police. "Their direct bosses will respond for offences of their subordinates, since the bosses have failed to timely organize correct prophylactic educational work," said Mr Vinevskiy.
