In Dagestan, resident of Tsibari village claims violations of his rights during investigation into murder of local teacher

Several residents of the village of Tsibari of the Tsuntin District of Dagestan, where on June 1, Zairbek Gazimagomedov, a local school teacher, was killed, appealed to human rights defenders, with a complaint about violation of their rights. Zulfukar Magomedrasulov, one of the complainants, spoke of, according to him, unlawful detention by law enforcement agents and beatings during interrogations. According to him, power agents asked him, why he had appeared in some lists, compiled by the killed man.

Let us remind you that on June 1, in the village of Tsibari, Zairbek Gazimagomedov, the resident of the village and the local teacher, was killed, and, later, the building of rural school was set on fire. Killed Zairbek Gazimagomedov was Deputy Director of the rural school for educational work. The local residents, who attempted to extinguish the fire at the school, were attacked by unidentified persons, who opened fire from automatic weapons. Some time later, a group of unidentified persons attacked the school in the village of Tsyntuk (Zinduk), located 6.5 kilometres off the village of Tsibari.

According to investigators, several hours earlier, on the highway Mokok-Kidero, unidentified persons, who changed their clothes to camouflage, attacked a car, which carried money intended for social benefits to local population. As a result of the attack, cash in the amount of 684,000 roubles was stolen.

Tsibari residents report on certain lists, compiled by late teacher

Staff member from the Dagestani regional public organization "Pravozaschita" (Advocacy) told the "Caucasian Knot" correspondent that they were addressed by several residents of the village of Tsibari, who had appeared in the lists compiled by the late teacher.

"We received complaints from the residents of the village, who told us, how the investigation into that resonant case was carried out. The residents told us that law enforcement agents had certain lists, compiled by late Zairbek Gazimagomedov. At present, people, who are mentioned in those lists, fear for their lives, and human rights defenders report on that fact," a representative of the "Pravozaschita" told the "Caucasian Knot" correspondent.

However, she has emphasized that she has no information about people, mentioned in that lists in addition to the people, who appealed with complaints. Besides, the human rights defender did not clarify the information on the number of people, mentioned in that lists.

Zulfukar Magomedrasulov claims being beaten during interrogation at police station

The office of the "Pravozaschita" was addressed by Zulfukar Magomedrasulov, born in 1986, the resident of the village of Tsibari, and his countryman Magomedramazan Isaev, born in 1983.

Zulfukar Magomedrasulov writes in his complaint, filed to the "Pravozaschita", that on June 10, he was driven away by law enforcement agents from the village of Komsomolskoe of the Kizilyurt District, where he with his friends and relatives visited his half-cousin.

According to him, at the Kizilyurt ROVD (District Interior Division), officers took men to different offices and began to ask questions about killed Zaurbek Gazimagomedov.

According to Zulfukar Magomedrasulov, the police officers demand that he should name those people, who executed that murder and who ordered it, and confess that he himself was the killer.

"I answered them that I did not know, of whom they spoke, that I was not guilty, and I answered all their questions in the negative. Each of my answers was accompanied with strikes, 2 or 3 persons beat me to my body and my head," Zulfukar Magomedrasulov said.

According to Zulfukar Magomedrasulov, he was released on June 11, at about 3:00 p.m.

The young man has pointed out that at detention, the policemen seized from him two phones, passport and money 12,500 roubles, and "none of that items was ever returned."

"Zairbek Gazimagomedov called Wahhabis those people, who did not adhere to any branch of Islam"

Zulfukar Magomedrasulov emphasizes in his complaint, addressed to the "Pravozaschita", that the lists might be related to the elections, held in 2012 in the Tsuntin District of Dagestan.

"The teacher could compile them because of disagreements on matters relating to the elections. He was a deputy of the rural assembly, and we did not want to vote for him. The teacher tried to persuade us; however, we with my friends have our own opinion on that matter, we were against his candidacy, and we believe that we appeared in those lists for that reason. Besides, we also had disagreements with him in our attitude to religion. Zairbek Gazimagomedov was a follower of Sufism, and I do not belong to any branch of Islam. We had constant disagreements on that ground, and he called us 'Wahhabis'," Zulfukar Magomedrasulov emphasizes.

Law enforcement and investigatory agencies do not comment on investigation into murder of Zairbek Gazimagomedov

Officers from the Dagestani investigatory agencies have just reported that the criminal case had been instituted on the fact of the teacher's murder under Article 105 of the Criminal Code of the Russian Federation and that the investigation is underway.

According to the information, announced by the Information Centre of the National Antiterrorist Committee (NAC) on June 1, the murder of the teacher, arson of the school and theft of money, intended for pensioners and people with disabilities, were committed by members of the same criminal grouping. According to the NAC, operational measures, conducted by secret services, have allowed identifying one of the members of the criminal grouping, which had been terrorizing the local residents for a long time. He is Gamzat Magomedov, born in 1982, the leader of the so-called "Tsuntin" grouping, the native of the village of Khutrakh of the Tsuntin District.

Officers from the Kizilyurt ROVD deny the fact that Zulfukar Magomedrasulov was brought to the ROVD. "The murder occurred in the Tsuntin District, and, therefore, the investigation is being carried out there," an officer from the ROVD has explained to the "Caucasian Knot" correspondent.

The "Caucasian Knot" correspondent has not succeeded in getting comments from the Tsuntin ROVD.
