Kabardino-Balkarian resident claims surveillance and possibility of new kidnapping

Rustam Dikinov, a resident of the city of Baksan of Kabardino-Balkaria, who earlier claimed being kidnapped and who served his sentence on charges of possessing a grenade, fears of new kidnapping and reports being surveyed by unidentified persons. In that regard, he asks power agents to ensure his safety.

In his appeal to the Minister of Internal Affairs and the Prosecutor of the Republic of Kabardino-Balkaria (KBR), Rustam Dikinov reports that on September 11, he several times noticed near his house and his job place suspicious cars with tinted windows, and he provided the detailed description of persons in those cars.

"I immediately found suspicious those cars, since last year, on April 25, I was kidnapped by police officers and I was tortured. As far as I know, a criminal case has been instituted on that fact and the investigation is underway. Meanwhile, after my kidnapping, they planted me a grenade, and, feeling fear for my life and health, I then agreed to a special procedure for the consideration of my case in court in the hope that they would leave me along after I served the sentence. After spending a year and three months in prison, I was released on July 25, 2012, and I hoped to live in peace with my family; however, I understood that they will not give such a possibility," the resident of Baksan writes in his appeal.

He asks the representatives of the law enforcement authorities to ensure his safety from possible kidnapping, torture, restrictions on legal representation in case of his detention and fabrication of a criminal case against him, and to ensure the observance of the law in conducting any investigatory and operational activities against him.

"I declare that I have not committed any crime and I do not intend to commit any crime; I have never aid members of illegal armed formations (IAFs), and I am not involved in their activities. I do not hide from the law enforcement agencies and I am always ready to come to the police, when summoned, and to give any explanations and evidence, to answer any questions that law enforcement officers can ask me in the presence of Rustam Matsev, my lawyer," Rustam Dikinov emphasizes.

He has also sent his appeal to the Human Rights Centre of the KBR and the Republic's Ombudsperson.
