In Kabardino-Balkaria, 38 persons appeal to Commission on militants' adaptation

In Kabardino-Balkaria, the Commission on adaptation of militants received 38 appeals since the start of its work. This was reported by Boris Kyasov, the acting head on security and cooperation with law enforcement agencies of the administration of the Kabardino-Balkarian leader.

Let us remind you that on January 24, 2012, Arsen Kanokov, the leader of Kabardino-Balkaria, signed the decree, in accordance with which the Commission on adaptation of militants was established in the republic. During the time of its work, the Commission did not receive a single appeal from militants themselves. This was reported by Valery Khatazhukov, the head of the Regional Human Rights Centre, at the press conference, which was held in Nalchik on July 13.

Boris Kyasov spoke of the work of the Commission at its enlarged meeting, which was held on September 11 in the Government House of the Kabardino-Balkarian Republic (KBR). According to the acting head on security and cooperation with law enforcement agencies, most appeals do not directly relate to the main purpose of the Commission, however, they are being accepted and considered.

"In general, the appeals have a single issue unlawful use of violence and abuse of power by law enforcement officials," Boris Kyasov stated.

Some of the complaints, related to religious persecution, illegal searches, detentions and physical violence, are to be checked.

Valery Khatazhukov, Chairman of the Regional Human Rights Centre, stated that the Commission should involve the people, who use a public authority and "who undertake a responsibility to speak in public."

Kazbek Tatuev, First Deputy Minister of Internal Affairs of the KBR, has emphasized that the society is often deliberately imposed a negative opinion about the activity of law enforcement agencies.

"Journalists rarely write what family members of those persons, who were killed by extremists, think. When women, staff members of the Department of the Federal Penitentiary Service (known as FSIN), were killed as a result of attack of members of an illegal armed formation (IAF), the society did not respond publicly to that crime," the Deputy Minister has stressed.

From the beginning of the year, 27 criminal cases were instituted against the republic's law enforcement agents on the facts of their abuse of power. This was reported by Arthur Makhov, Deputy Prosecutor of the Kabardino-Balkarian Republic. When speaking of the issue of the ideological fight against extremism, the representative of the supervisory authority has emphasized the need to train specialists in theology.
