In Krymsk, 5913 persons, affected by flood, receive no compensation

Today, Russian President Vladimir Putin appealed to the court authorities to expedite consideration of the cases, related to payments to victims of the flooding in Krymsk. Compensation was not paid to 5913 citizens, who at the time of the disaster had no permanent residence. This was stated by Vladimir Putin at the meeting in Sochi, dedicated to elimination of consequences of the flooding in the Krasnodar Territory.

"Situation is not as good there as we would like it to be"

"I draw your attention to the fact that about 6000 persons, or, to be precise, 5913 citizens still await the decision of the judicial authorities. And I want to ask the courts to expedite the consideration of those cases," Vladimir Putin said today.

He has noted that, as of September 10, the courts granted 11,614 complaints, filed by the citizens, who lived permanently in the affected territories and who had no registration, and the courts dismissed the complaints of 205 citizens, the "Interfax" reports.

Speaking of the progress of the capital repair of damaged facilities (especially in Krymsk), Vladimir Putin said: "Situation is not as good there as we would like it to be. Two months had passed since the disaster occurred, and the works were started only on the half of the facilities to be repaired." He asked the Governor to report in details on the causes of the situation and the measures taken.

The President has reminded the audience that the works on the capital repair of the affected houses and construction of new housing should be completed in this November, the "Rossiyskaya Gazeta" reports.

"All 132 families of deceased persons already received compensation"

More than 9 billion roubles were allocated from the federal budget for restoration work in the Krymsk and Tuapse Districts. This was reported by Oleg Govorun, Minister of Regional Development of the Russian Federation, at the meeting in Sochi.

The Minister has noted that all 132 families of deceased persons had already received payments in total; the amount reached 252 million roubles. One-time assistance of 10,000 roubles was paid to 73,000 persons. Each of 32,000 persons received 150,000 roubles for partially or completely lost property. Those figures are to be adjusted with account to the court decisions, the "Zhivaya Kuban" (Live Kuban) reports.

In all affected communities, 1719 houses were officially recognized by evaluation commissions as completely destroyed. 5962 persons lived in those houses. The aggrieved persons filed 1623 claims, including 961 claims for the provision of new housing and 662 for receiving of social payments for the purchase of housing at its secondary fund. 439 housing certificates were issued to the people, affected by the flooding, and 93 contracts for the purchase of housing were signed, the RIA "Novosti" reports.

"Till present, in Krymsk, kindergarten and ten heating substations not restored"

On September 10, in anticipation of the visit of Vladimir Putin to the Krasnodar Territory, Alexander Tkachov, Governor of the Krasnodar Territory, inspected the progress of reconstruction of Krymsk.

One of the social facilities, visited by Alexander Tkachov, was the kindergarten No. 19. That is the only pre-school institution in the affected town, which is still not ready to accept the children. The Governor has stressed that the restoration works were organized inefficiently, and, therefore, all acceptable deadlines of opening the facilities were not met.

Meanwhile, the repair is still underway on other social facilities. The leader of the region has noted that, after the opening of educational institutions, it is important to finish in a short time the works in hospitals and polyclinics.

The inspection of the progress of the restoration works paid special attention to preparation for winter. At present, out of 15 heating stations, damaged by water, only 5 have been restored. Vice Governor Vadim Lukoyanov has reported that the situation with the preparation for the heating season in Krymsk is complicated; however, it is being controlled.
