In North Ossetia, Alexander Khloponin threatens to dismiss officials for low salaries in public sector

Alexander Khloponin promises to dismiss officials in Vladikavkaz, if salaries in public sector are not increased

If the salaries of public sector employees in North Ossetia are not increased rise to average wages in the economy, officials will be dismissed. This was stated in Vladikavkaz by Alexander Khloponin, Plenipotentiary Envoy of the Russian President to the NCFD.

"As far as low salaries in the public sector are concerned till the end of the year, you are to make it average for the economy. Introduce a line to the republic's budget and pay decent salaries," he said.

It should be noted that, according to Sergey Dzantiev, Mayor of Vladikavkaz, in the republic, salaries of kindergarten teachers reach 6000 roubles, the RIA "Novosti" reports.

Meanwhile, Alexander Khloponin has promised to solve with the Russian Ministry of Finance the problems with funding, should they arise. "If, in accordance with the budget layouts, the Ministry of Finance tries not to give you the money within the intergovernmental relations, then, this is my relationship with the Ministry of Finance," he said. Alexander Khloponin has added that "it is impossible for teachers in kindergarten to receive such salaries, which they receive at present."

The meeting, which invited senior officials of municipalities of all districts of the republic, discussed the issue about development of Vladikavkaz till 2017.

Sergey Dzantiev has presented the development strategy of the capital of North Ossetia till 2017 and said that it consists of three parts.

The Mayor of Vladikavkaz has added that the strategy is aimed to address the obvious problems, and one of them is the lack of places in children's pre-school institutions. "Despite limited resources, the first steps have already been made two kindergartens are under construction, and for 2013, the construction of three more kindergartens is scheduled. During five years, we plan to introduce one million square meters of housing. Two new bridges will be built across the Terek River, and reconstruction of streets and roads will be continued," the Mayor of Vladikavkaz said.

Alexander Khloponin has praised the city development strategy and emphasized the fact that, first of all, it is necessary to improve the quality of people's lives, and thus, salaries of public sector employees should be increased. Besides, Alexander Khloponin promised that next year, the efforts of federal assistance in the construction of kindergartens will be increased, the website of the leader and the government of North Ossetia reports.

The "Caucasian Knot" reported that earlier, resident of North Ossetia spoke of the problem of number of kindergartens. In particular, the issue was raised at the discussion of the "People's Programme", developed by the Regional Branch of the "Edinaya Rossiya" (United Russia) Party. The authorities of the capital of North Ossetia together with invited experts are working under development of a system to form an electronic line to pre-school institutions. The new information system will be introduced on January 1, 2013.

Prior to the meeting, which was held in the city administration building, Alexander Khloponin, accompanied by Taimuraz Mamsurov, the leader of the republic, examined the ice palace and tennis academy. Alexander Khloponin advised local officials to pay attention to the social and cultural environment for the youth. "We can build hundreds of enterprises and create a lot of jobs; however, the young people will still leave the republic," the "15th Region" quotes the Plenipotentiary Envoy of the President as saying.

Sergey Takoev: North Ossetia is fully ready for heating season

The Plenipotentiary Envoy of the President to the North-Caucasian Federal District attended the meeting on preparation for the upcoming autumn and winter period, which brought together the leaders of government of the seven subjects of the district and the heads of the resource-supplying companies.

In Northern Caucasus, readiness of dwelling houses for the heating season is 96 percent. Readiness of boiler-houses reached 99 percent, and readiness of heating networks reached 99 percent. This was reported by Alexander Khloponin at the beginning of the meeting.

"Depreciation of fixed assets is huge, and everyone knows that. Taking into account that fact, our advanced figures do not prove that we will easily pass the heating period," Alexander Khloponin said. He called on to display vigilance and re-examine all facilities.

Alexander Khloponin also drew attention to the arrear of the regions for consumed energy. "The main thing is to determine real reasonable rate, which, on the one hand, does not involve an increased burden on consumers, and, on the other hand, makes it possible to develop the industry.

North Ossetia is ready for the heating season. This was reported at the meeting by Sergey Takoev, Chairman of the Republic's Government. "We have great work to eliminate arrear for gas. There is a registered decision on the mechanism to eliminate arrears and transfer of assets of thermal energy production," he has explained.
