"Citizen's Assistance": the court does not dare bring a verdict on the case of torture in the Ministry of Interior Affairs of Ingushetia

Bringing a verdict on a high-profile criminal case in Ingushetia against ex-officers of Karabulak district Department of Interior Affairs accused of abuse of authority and infliction of grave bodily damages is being delayed for an indefinite term, members of Committee "Citizen's Assistance" state.

Earlier, the "Caucasian Knot" reported that defendants on this case were ex-Chief of Karabulak district Department of Interior Affairs Nazir Guliev and his ex-deputy Ilez Nalgiev. Tortures used against person with childhood disability Zelimkhan Chitigov replaced from Chechnya became the central episode of the case.

The last session of the court was held on July, 27, 2012. Pronouncement of the verdict in Karabulak district court was repeatedly deferred.

"Judge F. Ausheva appointed pronouncement of the verdict on August, 17, 2012, in this way reserving for herself almost three weeks for work in the decision room, Committee "Citizen's Assistance" points out in its press release received by the "Caucasian Knot". "Then there was a long pause explained by Ramadan, then… by the fact that the judge had not enough time to write the verdict. Then Nalgiev underwent an administrative arrest for a scuffle and was hospitalized with a trauma he got at the moment of detention. For some reason it was a pretext used to defer pronouncement of the verdict".

The authors of the release remind that pronouncement of the verdict was appointed on September, 28. "Before the beginning of the trial Nalgiev's parents came to Deputy Chairman of the court M. Tumgoev saying that their son was still in hospital and could not be present at the trial. In court our lawyer was explained that judge Tumgoev made an inquiry to the hospital whether the state on Nalgiev's health allowed him to arrive to court: if the physicians said that he could be present he would be delivered to court for pronouncement of the verdict, if not an assize court would be held in hospital", "Citizen's Assistance" reports.

Last time pronouncement of the verdict was appointed on October, 9. "Several minutes before the beginning of the session it turned out that it was delayed without appointment of a new date, a report of the Committee runs. Sheikh-Muhamed Chitigov, sufferer Z. Chitigov's father, was explained that according to Nalgiev's parents, his leg was "rotting". However, Sheikh-Muhamed's attorney was told in the registry that the session was cancelled upon a telephone call from the Supreme Court of Ingushetia".

"It is quite obvious that Karabulak court does not dare bring a verdict against Guliev and Nalgiev. The reason may be either the defendants' organized pressure on the court or fear of revenge from the defendants. However, both reasons at the same time are possible", the Committee states.
