NCFD regions sum up elections outcomes

Elections of leaders of municipal formations, members of regional legislative assemblies, heads and deputies of dwelling settlements in a number of regions of the North-Caucasian Federal District (NCFD) did not arise great interest of voters, except for Chechnya, where the Republic's Central Election Commission (CEC) reported 95 percent of voter turnout, and in Karachaevsk, where a representative of the CEC reported the turnout of 97 percent. In North Ossetia and Karachay-Cherkessia, representatives of opposition claimed violations and ballot stuffing, and in Dagestan, the opposition claimed the use of administrative resources; however, representatives of the authorities and election commissions denied those allegations.

North Ossetia: "Patriots of Russia" Party claims violations at elections

In North Ossetia, 347 electoral precincts held voting at the elections to the Republic's Parliament. The Parliament will be formed of 70 members, who have passed by party lists and single-mandate electoral precincts. According to the preliminary information of the Republic's CEC, the "Edinaya Rossiya" (United Russia) gains 38 mandates, the "Patriots of Russia" Party 12 mandates, each of the Communist Party of the Russian Federation (CPRF) and the "Spravedlivaya Rossiya" (Fair Russia) Party gains four mandates, and one mandate goes to a self-nominated candidate. The turnout reached about 42 percent.

Arsen Fadzaev, the leader of the electoral association of the "Patriots of Russia" Party, stated that he did not agree with the outcomes of the parliamentary elections in North Ossetia, since they "were accompanied by a large number of violations." In his turn, Taimuraz Mamsurov, the leader of the republic, believes that the parliamentary elections were "the real democratic instrument of influence on the authorities."

Karachay-Cherkessia: "Edinaya Rossiya" wins, CPRF claims attempt of ballot stuffing in Karachaevsk

On October 14, in the territory of Karachay-Cherkessian Republic (KChR), voting on 39 electoral campaigns was held.

During the elections, there was an incident at the electoral precinct No. 63 in Karachaevsk, where unidentified persons broke a ballot box and fled from the place. Representatives of the CPRF filed a complaint to the CEC of the Russian Federation about the attempt of ballot stuffing at that electoral precinct. However, according to Vyacheslav Aparin, Deputy Chairman of the Election Commission in the KChR, the number of ballots in the damages ballot box was equal to the number of persons, who had voted at the moment in accordance with the list of voters. Representatives of the "Yabloko", the Liberal-Democratic Party of Russia (LDPR), and the "Edinaya Rossiya" Party claimed that they had no complaints about the elections in Karachaevsk.

The elections to the Karachaevsk Duma were won by the "Edinaya Rossiya" Party, which was supported by 70 percent of voters. The CPRF gained 10 percent of votes. Two deputies from the CPRF were elected to the Duma. Each of the regional offices of the "Spravedlivaya Rossiya" and the "Patriots of Russia" Parties gained 5 percent of votes and got one deputy elected to the Karachaevsk Duma. This was reported by Mekhti Baitokov, Chairman of the Republic's Election Commission.

According him, overall voter turnout at the elections to the Duma of the Karachaevsk city electoral precinct reached 97.56 percent.

On October 14, in Cherkessk, the voting of the elections of deputies to the City Duma was held. According to the preliminary results, the "Edinaya Rossiya" Party gained 73.72 percent of votes (it was supported by 39,513 voters). The CPRF gained 11.34 percent of the votes of the republic's capital voters (it was supported by 6079 persons), the "Spravedlivaya Rossiya" gained 8.48 percent (it was supported by 4547 voters), and the other parties gained less than 2 percent of the votes.

Dagestan: voters of Karat village boycott elections of head of Akhvakh District

Let us remind you that on October 14, Dagestan held voting at the elections of leaders of municipal formations of the Akhvakh, Gergebil and Untsukul Districts, deputies of the representative bodies of the four districts. Residents of the republic also chose leaders of 21 municipal formations of dwelling settlement level and deputies of the representative body of the village of Tsada of the Khunzakh District.

According to the Election Commission of Dagestan, the average voter turnout in all electoral campaigns in the republic, held on October 14, reached 67.70 percent.

At the elections of the head of the Akhvakh District in the village of Karata, 153 persons out of 2280 voters, that is, 6.7 percent have attended the elections. In total, 8542 votes came to the elections of the district head, and the voter turnout reached 64.9 percent. This was reported by Magomed Dibirov, Chairman of the territorial election commission of the Akhvakh District. "All dwelling settlements had low voter turnouts; however, the electoral precinct commissions 'will draw' the necessary figures," believes Saipudin Saipudinov, one of the district residents.

Ismail Magomedsharipov, who gained 93 percent of votes, a member of the "Edinaya Rossiya" Party, became the head of the Akhvakh District. The Untsukul District is headed by Shamil Magomedov, a representative of the "Edinaya Rossiya" Party, who gained 81.01 percent of votes. Ramazan Malachilov, a self-nominated candidate, who gained 87.7 percent, was elected the head of the Gergebil District.

According to a source in the Untsukul District, at voting at an electoral precinct in Untsukul, he saw ballot stuffing. The territorial election commission refuted the information.

Representatives of the CPRF claimed that administrative resource was used at the elections in Dagestan.

Bagavudin Gusaev, Deputy Chairman of the Election Commission, noted that in Dagestan, no violations were recorded in the course of the municipal elections.

Chechen CEC: turnout reaches 95 percent

Let us remind you that in the Itum-Kale, Urus-Martan, and Shali Districts of the republic, the elections of self-administration bodies were held.

The voting took place without any gross violation. According to the preliminary information, the elections were attended by more than 95 percent of voters, and the elections were won by representatives of the Regional Branch of the "Edinaya Rossiya" Party.

According to Aslan, a staff member of a local NGO, high activity of voters during elections in rural areas can be explained by their fear.

"In the villages, especially in small ones, almost everyone is in sight. And people are simply afraid to ignore the elections, in contrast to residents of big cities or regional centres, who can afford that. Failure to appear at the electoral precinct may be a cause to suspect a citizen of disloyalty, disrespect for authority, with all possible consequences," Aslan has explained.

He notes that earlier, in Chechnya, local residents spoke of being forced by the authorities to attend the elections. The pressure was that the persons, who did not participate in the voting, were threatened to be dismissed by their employers, and administration staff members promised not to issue necessary certificates for them. "Therefore, it is not surprising that the activity of the population in the villages is high. However, even in this case, it is clear that 90-95 percent of the citizens cannot attend the elections," the NGO staff member believes.

Kabardino-Balkaria: elections in Elbrus village held

In Kabardino-Balkaria, the voting was held at the elections of the head of the dwelling settlement of Elbrus. The Cherek District held voting at the pre-election of deputy of Kashkhatau, and the Zolskoe District held voting at the pre-election of deputy of dwelling settlement of Sarmakovo.

According to the results of voting at the election of the municipality head of the village of Elbrus, the election was won by Uzeir Kurdanov, the current head of the dwelling settlement, who gained 46.89 percent of the votes. The voter turnout reached 56.49 percent.

Stavropol Territory: no violations recorded

The Stavropol Territory held voting at the elections in two municipal formations: the resort town of Zheleznovodsk elected a deputy at the single-mandate electoral precinct No. 20, and the Rostovanovsky village council in the Kursk District elected its head.

Elena Vladimirovna Balatskaya, Chief of the administration of the Rostovanovsky village council, a self-nominated candidate, was elected the head of the Rostovanovsky village council. The voter turnout reached 40.30 percent.

Natalia Ivanovna Kobysheva, the assistant of the deputy of the Duma of the Stavropol Territory, nominated by the "Edinaya Rossiya" Party, was elected the deputy of the Zheleznovodsk Duma of the fourth convocation. The voter turnout reached 22.97 percent.

According to representatives of the election commissions and independent observers, voting at the elections ended without violations.
