The investigation verifies authenticity of a video of torture in an investigative isolation ward of Novocherkassk

Investigative Committee is carrying out an inspection in connection with a reel about torturing the convicts by an official of Chief Directorate of State Penal Service in the investigative isolation ward (IIW) of Novocherkassk which appeared on the Internet.

Blogger Irek Murtazin drew the blogosphere's attention to the reel placed on YouTube web-portal. It shows several uniformed men beating up somebody, supposedly, convicts.

"Exactly the same video brought out thousands of people in Tbilisi into the streets and resulted in Saakashvili's defeat at the parliamentary election", Irek Murtazin reminds asking whether Public Prosecutor office will verify liability of the reel and acknowledge the Chief of IIW absolutely innocent.

"Text summary of the reel runs that the "drunken Chief of IIW No 3 of the city of Novocherkassk vents his wrath on the convicts", web-site of Investigative Department of CIR in Rostov region reported on October, 18.

Investigative bodies of CIR in Rostov region are carrying out a pre-investigative inspection on the circumstances the reel informs about. A procedural decision will be taken upon the results of the inspection.
