In Stavropol Territory, ex-Chairman of Sports Committee suspected of attempted fraud

Viktor Osipov, ex-Chairman of the Stavropol Territory Committee on Physical Culture and Sports, is suspected of attempted fraud in the financing of the "Dynamo" Basketball Club. This was reported by the Investigatory Committee of the Stavropol Territory. The criminal case, the initiation of which was reported today, became the second one, instituted against Viktor Osipov. Earlier, he was a figurant in the case of fraud in the financing of the "Dynamo" Football Club (FC).

The criminal case against Viktor Osipov and Sergey Abramov, First Deputy Chairman of the Stavropol regional organization of the "Dynamo" sports society under Part 3 of Article 30 and Part 4 of Article 159 of the Criminal Code of the Russian Federation (attempted fraud).

According to investigators, the suspects agreed to commit embezzlement of funds from the regional budget by fraud. According to their plan, Viktor Osipov was to sign documents on the transfer of subsidies in the amount of more than 4 million roubles to the "Dynamo" Regional Basketball Club for reimbursement of rental of sports facilities in 2010, which the basketball club allegedly rented at the Stavropol regional organization of the "Dynamo" sports society.

The investigators suggest that, to do that, the suspects falsified the necessary documents and started urging the acting director of the "Dynamo" Regional Basketball Club to sign fictitious rental agreement and acts of rendering service for provision of sports facilities and after receiving the subsidies to transfer them to the account of the Stavropol regional organization of the "Dynamo" sports society. In the case of non-compliance with their demands, they threatened to create problems at work and failure in the budget financing of the "Dynamo" Basketball Club.

However, the acting director of the "Dynamo" Regional Basketball Club has refused to sign forged documents, and he has transferred by the payment order the funds in the amount of more that 4 million roubles, which were credited to the account of the club, back to the account of the Stavropol Territory Committee on Physical Culture and Sports.
