Dagestani adaptation commission: 46 cases during two years

Today is exactly two years since the establishment of the commission under the President of Dagestan for assistance in adaptation to civilian life of persons, who decided to stop their terrorist and extremist activities. During the last two years, the members of the commission have considered 46 applications. Rizvan Kurbanov, the chairman of the commission, emphasized the positive dynamics of appeals to the adaptation commission.

Since its establishment, the commission held 17 meetings. 41 applications were taken to consideration, and 5 applications were dismissed. Besides, the commission considered and rendered necessary assistance on 150 applications on issues, not requiring the meeting of the commission. This was told to the "Caucasian Knot" correspondent by Bagir Mallaev, a member of the commission.

Court decisions have come into effect on 13 persons, who appealed to the commission, 11 persons, who also appealed to the commission, had already served their sentences and had been released, and criminal proceedings against 7 persons were stopped during investigation.

According Bagir Mallaev, at present, 23 persons, who have appealed to the commission, are free.

"We keep in touch with them. They contact us mainly for legal advice, which we always provide. In general, adapted persons live at the same place, where they used to live earlier with their family members. However, there are also those adapted persons, who prefer to move to other regions. Most of them are former accomplices of members of illegal armed formations (IAFs)," Bagir Mallaev said.

Meanwhile, Bagir Mallaev has emphasized that till present, there was not a single case, when a person, who had passed through the commission, return to crime. In general, the adapted persons find job by themselves.

"Persons, who appealed to us, work as private taxi drivers, and they also work at construction and at service stations. These are people, who live in cities. Those persons, who live in rural areas, are engage in work at their household land plots," Bagir Mallaev said.

The members of the adaptation commission believe that the results of the commission's work can be illustrated by the case of Saiganat Isaeva, a resident of Dagestan. Being the common-law wife of Rustam Gasanov, an IAF member and a native of the village of Krasnaya Polyana of the Kizlyar District became a member of illegal armed formations; however, later, she appealed to the adaptation commission.

"I got married, thinking that my husband was fighting against evil. However, it turned to be not true. My husband forcibly took me with him and kept at the camp for two months. He forced me to hold a submachine gun; however, but Allah knew, I had never have an intention to use it," Saiganat Isaeva said at the meeting of the commission.

Saiganat Isaeva was sentenced to three years of imprisonment, and after a motion of the adaptation commission, the appeal decision of March 26, 2012, her sentence was reduced to 2 years. Given her repentance, at the meeting of the commission, held on April 19, Abdurashid Magomedov, Minister of Internal Affairs of Dagestan, suggested to file a motion for conditional early relief for Saiganat Isaeva. At present, she is free.

According to Saiganat Isaeva, she is not bothered by members of the armed underground and she is not subjected to pressure from the law enforcement agencies.

Rizvan Kurbanov, Chairman of the adaptation commission, a deputy of the State Duma of the Russian Federation, emphasized the positive dynamics of appeals to the adaptation commission.

"If at first, the work of the commission faced disbelief of members of IAFs and their relatives, then, at present, those people, who want to surrender, come to us under guarantees of the President of Dagestan, the commission, and heads of municipalities," the "Caucasian Knot" correspondent was told by Rizvan Kurbanov.
