Dagestani authorities: local laws do not allow creating administration in Krasnopartizansk
On March 22, the Dagestani village of Krasnopartizansk hosted a protest rally. The demands voiced by the protesters are also relevant for 100 villages established on transhumance lands by migrants from mountainous regions. However, representatives of the authorities and experts believe the demands voiced at the rally in Krasnopartizansk are still cannot be solved.
Let us remind you that on March 22, the gathering in Krasnopartizansk was attended by about 40 persons dissatisfied with the work of the local authorities. According to the protesters, the village has no status because of inaction of the local authorities, and people cannot get loans and other subsidies.
According to Magomed Daudov, the head of Krasnopartizansk, local residents participate in the election of deputies and head of the Sergokala District and Urakhi village council, but they cannot elect local head in Krasnopartizansk, since the local head is to be appointed by the head of the Urakhi village council.
At present, there are no legal solutions for the problem voiced by the Krasnopartizansk residents. This was stated by Olga Glezer, Candidate of Geographical Sciences and Leading Research Worker from the Institute of Geography of the Russian Academy of Sciences (RAS). According to her, the village is to be ascribed to the plains areas, and in return for status, migrants would be able to offer the residents of those areas the compensation for land that they use.
Olga Glezer has noted that in the transhumance lands, no one is engaged in cattle breeding for long time. However, no one can expect that the authorities of the republic will give these lands to municipalities to share them in return with migrants, since those lands bring big profits.
