In Dagestan, Ruslan Rasulov demands to punish policemen who detained him
Ruslan Rasulov, Chairman of the Dagestani Regional Public Organization (DRPO) "Union to Protect Human, Citizens' and Peoples' Rights and Freedoms", has appealed to the Dagestani Prosecutor's Office. He asks to bring to justice staff members of the Soviet ROVD (District Interior Division) in Makhachkala, who detained him on April 12 at the cinema "Russia" on the day of the rally in support of Said Amirov.
"They drew a protocol of administrative detention against me without handing me a copy of the protocol. At trial, I was deprived of procedural right for defence. After the administrative material had been considered and the court had pronounced the decision to impose an administrative fine on me, I was to be immediately released. However, policemen … brought me to the police station for the Soviet District against my will. They referred to the instructions received from the chief of the police department, and they kept me there for other hour and a half," claims the appeal sent by Ruslan Rasulov to Ramazan Shakhnavazov, Prosecutor of Dagestan.
The claimant seeks to institute criminal proceedings against the policemen responsible for his unlawful detention.
