ICRF refuses to open criminal investigation into Arthur Aidinov's death in Cherkessk SIZO

The resolution issued by senior investigator of the Investigating Division for the city of Cherkessk of the Investigating Committee of the Russian Federation (ICRF) refuses to open a criminal case against the policemen who detained Arthur Aidinov and carried out investigative actions in his case. The reason is lack of evidence. Advocate Elvira Aidinova believes that the investigation has failed to comply with the requirements of the Code of Criminal Procedure, and the very decision is unreasoned and groundless.

The "Caucasian Knot" has reported that on January 24, Arthur Aidinov, a person under investigation, for whom the court pronounced the pre-trial restriction in the form of two-month arrest, died in the SIZO (pre-trial prison) No. 1 of Cherkessk under unclear circumstances. Family members of Arthur Aidinov claimed the victim had been tortured at the police station. According to an official from the ICRF, the Arthur Aidinov's death resulted from poisoning by unidentified substance.

On February 23, after the investigation was carried out at the request filed by the advocate who claimed Arthur Aidinov had been tortured, the investigating authorities pronounced the refusal to initiate criminal proceedings.

According to the resolution on refusal to initiate criminal proceedings, the investigation has revealed no facts of use of moral and physical impact in relation to Arthur Aidinov.

Advocate Elvira Aidinova believes that the investigation at the request was just a formal procedure. The advocate intends to examine the investigation materials thoroughly and then challenge the decision at the higher court.
